Monaco Tightens Property Controls in the Historic Monaco-Ville District

On 28 October 2026, Monaco’s new Rock protection law was reported as being in force, introducing additional controls over property transactions, commercial premises, holiday rentals and renovation works in Monaco-Ville. The State has gained a right of first refusal over qualifying property sales, while violations can attract fines of up to €100,000; no overall property investment value was announced.
